The Old “Work hard, up by your bootstraps” refrain

A middle-aged white male blogger for Forbes Magazine wrote an article on how poor black children can become successful.  He made some good suggestions.  But my question is what are he and other folks doing to help?  Are they mentoring the children?  Finding ways to encourage them?  Donating computers if the children don’t have them?
